Job Summary
This level Inspector is responsible for very specialized inspection, investigation and enforcement in one of the specializedfunctions: Signal Construction and Code Specialist. Inspects very complex projects. May be unable to seek advice ondifficult technical problems from a supervisor. The Inspector III works independently and is responsible for makingdecisions requiring technical discretion, sound judgment, and familiarity with specialized problems where the inspectormay be the City’s final technical authority.
Job Description
Overview
The Inspector III-Building Inspection provides professional and specialized building inspection, investigation, and enforcement of building standards, regulations, and codes. Conducts detailed inspections in an assigned geographical area or specialization to determine compliance with safety, structural, zoning, plans, mechanical, or applicable codes, regulations, and ordinances.
Essential Functions
1 Inspects and performs evaluations on various building and construction sites throughout the City; evaluates all building projects and provides a broad evaluation of all building activities ensuring compliance, safety, and skill.
2 Investigates alleged violations of federal, state, and local codes, ordinances, and regulations; determines violations and appropriate correction measures; determines and communicates methods to achieve conformance and approves alternate methods for compliance.
3 Issues and drafts notices of violation, citations or closures, conducts follow-up inspections to ensure corrections are made; patrols and visits sites regularly to monitor building progress and code compliance.
4 Provides information to customers regarding codes and other regulatory requirements; serves as a subject matter expert on related regulatory codes; monitors and inspects barricades and other safety related signs and equipment.
5 May provide testimony during hearings and trials for prosecution of violators of applicable Dallas City Codes or state and federal regulations.
6 Examines building, sign, and construction work performed by outside contractors and city personnel to enforce compliance with contract specifications and ensure quality control; visits job sites and contractors' place of business to inspect work and materials on hand.
7 Measures quantities of materials used and keeps an accurate records of events to verify contractor's invoice quantities prior to payment; reviews and evaluates all permits for job sites ensuring appropriate dates and information.
8 Reviews construction plans for compliance with the City's building, barricade and sign regulations and makes corrections in design or construction as warranted; inspects work performed at construction sites in a specific trades area, issues red, yellow or green tags depending on contractor's compliance with code, and maintains information on permits issued in assigned area and daily activities.
9 Provides and participates in various training necessary to stay abreast of changing trends in building and construction trades and related inspection regulations; gives direction and mechanical incite to other contractors and City staff working construction projects.
10 Keeps abreast of new materials used in construction, new repair scams, and changes in relevant codes and ordinances; attends construction meetings and other trainings to ensure work is being complete according to plans and codes.
11 Writes citations when necessary to correct violations of code or ordinances.
12 Performs any and all other work as needed or assigned
Knowledge and Skills
1 Knowledge of construction and building inspection protocols, procedures, and policies.
2 Knowledge of code compliance and enforcement.
3 Ability to conduct thorough inspections.
4 Ability to establish a good rapport and working relationship with federal, state, and local agencies, other city departments, and the general public.
5 Knowledge of human relations and supervision necessary to function as a lead worker.
6 Ability to use power and hand maintenance tools, inspection tools, and precision test equipment.
7 Thorough knowledge of construction methods and techniques.
8 Knowledge of plumbing, irrigation, gas, and related mechanical expertise.
9 Thorough knowledge of Uniform Plumbing, Mechanical, Electrical, Building, or Zoning Codes with City of Dallas amendments, Dallas Development Code, Texas Manual on Uniform Traffic Control Devices, or city ordinances related to consumer protection.
10 May require ability to read and interpret construction plans and specifications, depending on assignment.
11 Ability to read, interpret, and apply City codes and ordinances.
12 Communicating effectively verbally and in writing.
13 Establishing and maintaining effective working relationships.
14 Ability to effectively enforce city codes and code-related rules and regulations with firmness, tact, and impartiality.
Requirements
Minimum Qualifications:
- High school diploma or GED.
- Four (4) years of experience as a building inspector or in a construction related position such as carpentry which required interpreting specifications/plans and/or ensuring compliance with municipal development, and/or building codes.
- Associate degree or higher in construction, architecture or engineering plus two (2) years of the required experience will meet the education and experience requirements.
- Four (4) years of experience as a municipal code inspector with an International Code Council (ICC) Building Inspector Certification will meet the education and experience requirements.
- Two (2) years of experience as a municipal housing or substandard structures (typically works with the Community Prosecution office) inspector plus two (2) years of the required experience will meet the education and experience requirements.
- Valid driver’s license with good driving record.
- International Code Council (ICC) Building Inspector Certification is required within one (1) year from the date of hire/promotion.
