Description
Purpose
The purpose of this position is to oversee one or more major areas or function of the library. This includes supervising the daily operations of the professional public services and monitoring and evaluating the development and implementation of library programs and outreach. This position supervises and evaluates subordinate staff. Sound working knowledge of divisional policies and procedures is required in order to regularly manage the library in the absence of the Administrator. Desk shifts as required. Other duties include coordinating activities with other city departments, developing goals, polices, and procedures, and providing input to and monitoring library budgets. Some evening and weekend shifts may be required.
Essential Functions
1 Regular and reliable attendance in compliance with given schedules is a mandatory requirement of this position. Schedules may be subject to change with or without advance notice
2 Monitors and evaluates the development and implementation of library programs, assessing value of services provided. Coordinates programs and program schedule with other divisions and departments of the City as well as outside agencies. Monitors and evaluates outreach activities, including the library website, social media, and the use of the outreach van. Manages budget requests and expenditures for library programs and outreach.
3 Supervises operation of the professional public services of the library, including in the young adult and children’s areas. Evaluates and monitors professional staff activities, including investigating complaints, comments, and suggestions, initiating discipline, and approving staff time and attendance.
4 When required, provides general reference and informational services at Service Desk. Assists patrons in the use of public computers, providing basic instruction as needed. Operating and troubleshooting equipment. Selects library materials in one or more subjects or genres following professional standards and local procedures.
5 Regularly manages the library in absence of Administrator. Effectively advocates for the library by explaining services, programs, policies, and procedures to the community at large. Negotiates and resolves disputes, responds promptly to complaints or compliments. Enforces library policies, including the code of conduct. Develops goals, policies, and procedures for the public service functions of the library. Participates in the hiring process and in training new professional staff. Provides input to and assists in monitoring library budgets.
Requirements
Master degree level of study in Library Science or Library Information Science preferred.
Spanish language skills preferred.
Sound working knowledge of department policies and procedures is required in order to regularly manage the library in the absence of the Administrator. Some evening and weekend shifts are required.

Formal Education
Work requires specialized knowledge in a professional or technical field. Work requires professional level of knowledge of a discipline equivalent to that which is acquired in a Master’s degree-level of study, P.E., Law Degree, CPA.
Experience
Over three years up to and including five years
Supervision
Work requires supervising and monitoring performance for a regular group of employees or division including providing input on hiring/disciplinary actions and work objectives/effectiveness, performance evaluations, and realigning work as needed. A first line supervisor typically performs these functions.
Human Collaboration Skills
Work may require providing advice to others outside direct reporting relationships on specific problems or general policies. Contacts may require the consideration of different points of view to reach agreement. Elements of persuasion may be necessary to gain cooperation and acceptance of ideas.
Freedom to Act
Receives General Direction – The employee normally performs the job by following established standard operating procedures and/or policies. There is a choice of the appropriate procedure or policy to apply to duties. Performance is reviewed periodically.
Technical Skills
Skilled – Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization.
Budget Responsibility
Prepares budget documents; and does research to justify language used in documents for a unit or division of a department. May recommend budget allocations.
Reading
Advanced – Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents. Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.
Math
Intermediate – Ability to deal with system of real numbers; practical application of fractions, percentages, ratios/proportions and measurement. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.
Writing
Advanced – Ability to write editorials, journals, speeches, manuals, or critiques. Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.
